Where has the CMPA been heading over the past 12 months?

With an increase in all areas of the Association’s activities, the last 12 months have been quite busy for the CMPA.

CMPA EVENTS

Fixed Plant Workshop

The Fixed Plant Workshop (June 05) included a site visit to Unimin- Lilydale. Support Document now available.

Transport Forum

The Transport Forum (Sept 05) focused on optimising transport profits with regards to the Owner Drivers and Forestry Contractors Act and where it is leading our sector of transport.

Workplan Forum

The Workplan Forum (Sept 05) was held to review Work Plans and the current DPI processes in requesting new Work Plan protocols, variations/updates and their assessment and approval.

EIDA Review Forum

The EIDA forum (Jan 06) discussed the review of the Extractive Industries Development Act in conjunction with the DPI who were seeking feedback from industry stakeholders (ie. CMPA Members).

Guarding Workshops

The Workshops (March & June 06) included site visits to Readymix – Oaklands Junction and Goulburn Valley Resources – Seymour. Support Document soon available.

EDUCATION

The CMPA has dedicated a significant amount of time and resources to the education of over 800 people in units of the Certificate II in Extractive Industry Training Package since 2002.

The last 12 months have seen the implementation of three new units to the standard package of CMPA facilitated training. These units include:

  • Perform Basic Cutting & Welding, delivered by Quantec Solutions;
  • Service & Handover Front End Loader, delivered by Caterpillar Institute; and
  • Working Safely at Heights, delivered by Bendigo Regional Institute of TAFE.

POLICY & SPECIAL ISSUES

The Crushing and Screening Reference Manuals Project was initiated with the aim of bringing the resources available to those undertaking crushing and screening units in the Certificate II in Extractive Industries Training Package up to the current standard of today’s working environment.

The CMPA Policy & Special Issues Committee in charge of managing this project considered tender applications from various Registered Training Organisations, with Box Hill Institute of TAFE being the successful applicants. These Reference Manuals will accompany crushing and screening units under the Certificate II in Extractive Industries Training Package.

CMPA PERSONNEL

With an increase in work load over the past year the CMPA has relied upon its committees to ensure that the Association is achieving all that is realistically possible.

Adrian Town has been employed as Development Manager to assist Members with individual issues and increase awareness of the CMPA.

David Batson is the new Associate Committee Chairperson following on from Andrew Lambing who had held the position since 2000.

The Education and Policy & Special Issues Committees have also been quite busy with a large increase in education and training activities.

The AGM saw a change in guard for the Management Committee with several resigning and several joining.

CMPA MEMBERSHIP

The past year has seen a 15% increase in CMPA Membership numbers resulting in a better representation of our Member’s interests.

The CMPA mediates and supports its Members to work through sensitive work related issues concerning minimum industry standards. The CMPA is totally available to assist Members with and through various issues concerning Work Authorities, OH&S and many other concerns.

Voting Membership

Voting Memberships have risen from 81 to 87 Members providing a greater representation of Work Authorities around the state.

Honorary Voting Membership

Honorary Voting Memberships have remained at 5 Members.

Associate Membership

Associate Memberships have risen from 53 to 66 Members providing a more comprehensive list of preferred suppliers for the Association’s Voting Members and an increase in support of the Association.

Workforce Membership

Workforce Memberships have risen from 29 to 36 resulting in an increased awareness among the industry’s workforce.

SIGNIFICANT PROJECTS & ACHIEVEMENTS

Revision of the Work Safely Reference Manual

The CMPA conducted a major review of the Work Safely Reference Manual, the resource utilised in the delivery of the mandatory Certificate II in Extractive Industry unit Work Safely.

This review was conducted to incorporate the new Occupational Health & Safety Act 2004.

EPA PEM—Air Quality, Mining & Extractive Industries

The CMPA has continued to contribute to the development of the Environment Protection Authorities ‘Protocol for Environmental Management – Air Quality – Mining and Extractive Industries’. These works commenced in 2000, with a public draft being released in June this year.

Medical Monitoring Tools

The CMPA has commenced the development of a series of medical monitoring tools that aim to better protect and monitor our Members and their employees health resulting from their employment. This series of tools will provide Members and the health practitioner with pre-employment, routine, and post employment health checks and supporting medical guidelines.

Relationships with Key

Industry Personnel The CMPA has established, developed and maintained relationships with Government bodies and their representatives including, among others, both the Minister for Energy and Resources and his opposition counterpart; several Federal Ministers including the Honourable Fran Bailey; WorkSafe Victoria, especially on matters pertaining to the update of Regulations to the OHS Act 2004; and the Mining and Engineering Skills Advisory Board.

Relationship with the DPI

The CMPA has continued to strengthen its relationship with the Department of Primary Industries. This has included consulting with the DPI on numerous occasions, meeting with their representatives at the ‘Extractive and Mining Industry Advisory Board’, ‘Stakeholders Regulatory Forum’ and most recently the ‘Tripartite Safety Forum’.

Major Works Contract

The CMPA has recently finalised the ‘Major Works Contract for contracts above $80,000’. This has now been ratified by the CMPA, CCAA, CCF, Vic Roads and is in the process of being considered by the ACCC. Once completed, it will be available from the CMPA.

Owner Driver’s Contract

The CMPA initiated and continued the development of a sector specific contract to meet the new obligations that Members have when engaging owner-drivers in accordance with the Owner Drivers and Forestry Contractors Act.

Victorian Civil Construction Industry Alliance (VCCIA)

The CMPA participated in the VCCIA which aims to provide a collective approach in achieving positive outcomes for the Members that it represent in relation to the issues impacting upon the civil construction and maintenance sector in Victoria.

The CMPA Management Committee would like to extend its appreciation to all Members of the Association for their support and commitment over the past 12 months and looks forward to dealing with you again in the future.
