Funding for the Extractive Industries to Remain

Last issue it was reported that funding for training in the Extractive  Industries Training Package was to be cut due to a recommendation from OTTE. At a recent meeting with OTTE,  they  reported that the industry consultations to date have been very useful and in light of some of the research data not being as robust as originally believed, OTTE would remove the current priority advice “The responsibility for funding the maintenance and skills base should, over the next five years, become the responsibility of Industry.”  The CMPA relayed at the meeting that this would remove a significant barrier for employers considering using the training system.

Auditing of RTOs

In light of the declining level of confidence in the Industry  training system and the importance of employers and employees needing to be confident about training outcomes in an industry that, with the support of the regulating body, is working toward building an industry training culture to meet safety and compliance obligations. 

OTTE, at a recent meeting, indicated that they would commence internal discussions to have training providers operating in the Extractive Industry included on the schedule of OTTE audits

Fitness for Work Guidelines

At the last EMIAB meeting, the CMPA noted that members would like support on how to manage fatigue, and drugs and alcohol. In order to achieve this, the DPI through The Hon Theo Theophanous will contribute $5000 towards the printing costs of the support documentation prepared by the CMPA.

Annual General Meeting 2004

Members will be aware that the CMPA Annual General Meeting and Dinner will be held this year at Sovereign Hill in Ballarat on August 14th.

A committee, composed of Raymond Walsh, Bobbi Symons, Andrew Lambing and Frank Santoro, has been formed to oversee the organisation of the day with several guest speakers being booked. At this stage, the format will be similar to last year in that the AGM will occur for 1 hour prior to the dinner at which reports and elections will occur. Following this, there will be the annual dinner which members, their partners, and employees are invited to.

Invitations will be sent out in the very near future.

Budget 2004-2005 (CMPA)

The budget is presently being prepared and all members are invited to place comment. It is available from the Secretariat with the final version being presented at the AGM.

Capital Selection, Acquisition and Commissioning Reference Manual (CSACRM)

Further progression has been made on this matter with discussions commencing with La Trobe University with the plan of engaging a student (i.e. honours or post-graduate) to carry out the research.

A full proposal will be presented to the Associate Committee

Employee Fatigue Study

Following the fatigue survey carried out last year, the final report is to be released by the researchers. Members will be kept informed when this occurs.

Certificate II in Extractive Industries

Members are thanked for their interest in the “Work Safely” courses with all remaining courses almost booked out. If you would like to attend but have not yet booked, call the Secretariat.

The “Local Risk Control / Communicate in the Workplace” unit is presently having the training materials developed with a trial planned in early July.

Mobile units are presently being worked through with suppliers.

The unit “Basic Cutting and Welding” is presently being planned to be presented in 2005 in conjunction with Quantec. Further information on this matter will be made available in upcoming newsletters.

Dust Manual

There has been no further development in relation to the dust manual however members will be kept informed.

Industry Alternatives to the QMAP

The members of the Management Committee have agreed to the concept that “Certifying Quarry Managers is not the objective. Operating a safe and efficient business that complies with all relevant laws including OHS and Environmental laws, is the outcome that all work authority holders should strive for.”

Federal Award Coverage

Discussions have commenced with VECCI on the matter of the extension of Federal Award Coverage throughout Victoria. At this stage, only preliminary planning is being undertaken with further information to be presented as it is made available.

General Conditions of Contract

The first draft of the terms and conditions document, or more correctly the “General Conditions of Contract for the supply of Quarry Materials for Major Construction Works” has been presented to the Management Committee. Several members have subsequently worked through this document (all 102 pages) with comments being passed on to Mr Coombs.

From here, the document will be worked through with the CCF, Local Municipal Council Association, Vic Roads, the EIAV, and the ACCC. This process will take a considerable time however will result in the best possible document for our members.

Meetings and Workshops 04-05

Initial planning has been made for the meetings to occur in the next financial year with the following being put forward:

1. CMPA Annual General Meeting (14 August)
2. General Meeting 15—William Adams Clayton (26 November)
3. Mobile Equipment Rollover Workshop 2—Traralgon and Bendigo (March 2005)
4. Fixed Plant Risks
Workshop 3—Ballarat and Melbourne (May 2005)

New Secretariat Member

The CMPA has welcomed Briony Rowley to the position of Secretary. Briony finished year 12 last year and was interested in a career in business administration. She has commenced training in the International Computer Driver’s Licence.

Results from Drilling Workshop

Following the Drilling Workshop held on March 26, the CMPA will be releasing the first of a series of supporting documents being the “Drill Rig Pre Start and End Day Checklist”. Following this a listing of the risks identified at the workshop, a blast hole report , and a pre-contract checklist will all be released.

Unfortunately they only have one torch between them which must be used to cross the bridge safely and may not be thrown, only carried across the bridge.

Rehabilitation Bonds

The CMPA has received the DPIs “Rehabilitation Bonds for the Mining and Extractive Industries—Policy Paper” (this is available from the CMPA).

A meeting on this issue is to be held in the very near future to which all members are invited. It is planned that the CMPA will prepare a formal response to this issue following the meeting. For further information, contact Mary Thompson (03 5424 8277).

Membership Fees for 2005

The CMPA Membership fees have been reviewed for the upcoming renewal of memberships to occur in early July for the financial year (1 July 04 to 30 June 05). There has been a slight increase in fees to take into account the change in CPI over the last 12 months.

Full details of the new membership fees and a listing of the activities carried out over the last 12 months will be presented in the next newsletter.

Silica—

HOT OFF THE PRESS

A meeting has been held with the National Occupational Health & Safety Commission (NOHSC) and the Australian Chamber of Commerce & Industry (ACCI) regards the impact upon the industry due to the revised exposure standard.

As a result, a proposal consisting of the costs involved from both an operational and socio-economical aspect will be developed by Peter Day taking into account both current standards and the proposed changes. This information will be used in the Regulatory Impact Statement which in turn assists the government when making a decision.

A full report will be presented in the next newsletter.

IN THE PIPELINE

As part of an industry association, it is important that you are kept aware of the issues that the CMPA sees as effecting members in the next three to six months.

If you see any missing, or would like to assist in any way in these, please contact the Secretariat.

  1. Archaeological and Aboriginal Relics Preservation Act and the Victorian extractive industries. Particular reference will be made to the owner of a sand pit in Willaura North.
  2. A refresher course will be run by the CMPA with the support of the DPI, Orica, and Box Hill Institute of TAFE for those persons within the industry whose current explosive liciences expire in 2005.
  3. Publication reviews will occur for all CMPA publications taking into account comments made by members and the regulator.
  4. Finalisation and release of CMPA Fact Sheets pertaining to silica and noise management.
  5. Commencement of the review of the Extractive Industries Development Act
  6. Finalisation and release of the Work Record Book for members use.
  7. Finalisation and release of the remaining three drilling publications.
  8. Initial establishment of a method of assessing the worth of commercial leases.
