DR ELIZABETH GIBSON, General Manager of CMPA reports on the Minister’s Statement of Expectations for 2017-19.

Background

The objective of a Minister’s Statement of Expectations (SOE) is to establish clear expectations of regulator performance and improvement between responsible Ministers and regulators.

Establishing clear expectations on regulator performance through SOEs “can” improve regulatory outcomes while moderating costs on regulated parties. The first two SOEs for 2015/16 and 2016/17 have yet to achieve real benefits for industry.

Final CMPA comment: A number of targets set in the Minister’s Statement of Expectations for ERR are inadequate/weak such as for holding a number of meetings.

The target should have explicit objectives (SMART) to be met that are based upon achieving outcomes set around the purpose of the meeting.
