Frequently Asked Questions (Issue 101)
A new section of Sand & Stone created for communicating to readers; questions being asked by members to the Secretariat.
Is now a good time to sell a quarry?
The time is good when an offer is made that is too attractive to refuse!
Seriously though, timing is dependent on the product produced and the location of the quarry: proximity to Melbourne or a large regional town and a strong customer base together with adequate future extractive resources on site.
Quarries are difficult to sell due to the due diligence required with respect to documentation.
Earth Resources Regulation will audit a quarry against all Work Authority / Work Plan conditions and will only approve a transfer once the quarry is fully compliant. There is also the rehabilitation bond to consider.

What is the legislation for having a Health and Safety Representative on site?
Reference was made to the Occupational Health & Safety Act (2004) and worksafe.vic.gov.au – Health and Safety representatives represent designated work groups
A health and safety representative (HSR) is elected by the members of their designated work group (DWG). They represent the DWG on its occupational health and safety (OHS) issues, concerns and interests.
A DWG is a grouping of employees who share similar workplace health and safety interests and conditions.
Forming a DWG: an employee may ask their employer to establish a DWG, or an employer can initiate the process. An employer must do everything reasonable to ensure that negotiations to establish a DWG start within 14 days of an HSR’s request.
A DWG may be made up of employees in 1 or more workplaces operated by a single employer. Or it may include employees of multiple employers at 1 or more workplaces. The grouping is negotiated and agreed between the employer (or their representative) and the employees (or their representative).
Electing HSRs
The DWG elects 1 or more HSRs to represent it. They may also elect deputy HSRs. To be eligible for election, you must be a member of the DWG.

How do I classify my products’ suitability for VicRoads?
The quarry products are accredited with VicRoads which involves an inspection as part of the accreditation.
A comparison is made with reference jars supplied by VicRoads once accredited to determine whether the rock is sound or unsound.
For high volume supplier VicRoads will cover the cost of the accreditation.
