GET READY FOR THE SG INCREASE FROM 9% TO 9.25%
From 1 July 2013, the compulsory superannuation guarantee (SG) rate will increase from 9% to 9.25%. The SG rate will steadily increase to reach 12%
in 2019. You will need to make sure that your payroll and accounting systems are ready for the change.
If your payroll cycle ends on 1 July 2013 or after, you will need to pay 9.25% SG contribution for the entire pay period as the SG rate is determined by the pay date.
Don’t forget – Removal of upper age limit on SG contributions!
From 1 July 2013 the upper age limit for SG contributions will be removed, meaning that from this date your SG obligations will also apply to employees age 70 and over.
SECRETARIAT CHANGES
Bruce McClure has resigned from his position as CMPA General Manager as he’s accepted an offer to work with the Northern Grampians Shire as the Infrastructure Manager.
After two and a half years in the position he’s moving away from the extractive industries area back into Civil Engineering. Bruce said, “I’ve enjoyed my meetings, my discussions with all members and the help and friendship extended by all within the association has been very much appreciated.”
“CMPA is a vital association for all participants within the extractive industry and its steady hand and influence is going to become vital in the years ahead. I will still be involved with the association as a Workforce Member and I look forward to catching up with the many members of the association in the future.”
Sean Kinder has moved from his position as CMPA Document Development Officer to his new position as Sales Engineer for his family’s business Kinder & Co.
Sean was also with the CMPA for two and half years and has now completed his Bachelor of Mechanical Engineering and Business. He was a great asset to the association having developed and updated several CMPA Reference Manuals in his time. No doubt Sean will be a valuable contributor to the industry in the future.
ASSOCIATE SITE VISIT
To help with development of the Conduct Blending Manual, Sean Kinder paid a visit to the WAM Group Australia and OLI Vibrators annual open day for all their customers and suppliers.
This event enabled visitors to meet with both suppliers and solve any problems or questions they might have. Geoff Riddle and Wayne Hanson of WAM described the event as being “very successful and beneficial to both parties with comparable, if not more quality results than exhibiting at a trade show”, because they were able to display their entire range of products for customers to see and interact with.
EDUCATION
CMPA Secretariat held a meeting with Steve Earles from Skills DMC to follow up on the forum on “Training Services built by Industry Needs” held by CMPA in February with Skills DMC, RTO’s and Industry.
Issues that were raised included the need for real job profiles from which to develop competency profiles; the need for the involvement of employers in RTO assessment; the need for training/education data and the requirement Skills DMC support for a skills passport as underpinning evidence for units in the form of a Personal Work Record Book.
Further follow up with Skills DMC will occur with the intention of holding a follow on forum in the next 3 months.
SITE VISITS TO MEMBERS QUARRIES
The month of May was a busy one for the new General Manager who combined meetings with visits to quarry members.
On 13 May 2013 Dr Elizabeth Gibson and Adrian Town visited Castella Quarries and met with the Managing Director Drew Phillips who took them on a tour of he hornfels quarry. Elizabeth was able to see the new crushing plant as well as the mobile crushing plant operations from the comfort of the car due to the wet weather. It was excellent to see how the raw material starts its process and then ends up as various classes of aggregate and crushed rock on stockpiles ready for customers to cart away.
The second visit on that day was to visit another hornfels quarry and see Garry Cranny Sustainability Manager at the Yarra Valley Quarry, Dandy Premix Quarries Pty Ltd. On the tour Elizabeth saw the operations of the quarry, with the haul roads a little muddy due to earlier rain. There was also stock piling of rock to be processed in the winter months. She was very impressed by the rehabilitation works that had been undertaken.
Finally on the 17th May 2013 Gavin Moreira together with Dr Elizabeth Gibson following the BMP Working Group meeting were provided with a brief tour of Holcim Australia’s Oaklands Junction Quarry by David Ramage the Quarry Pit Manager

VICROADS MEETING
A meeting was held on the 27th March 2013 with Bruce McCLure from CMPA, Craig James & Anthony Joseph from E.B.Mawson and Sons Pty Ltd, Bill Payne from Quarry Crete, Mark Wagner from Conundrum Holdings Pty Ltd and John Arnoff and Graeme Newman from VicRoads.
Apart from the economic impact of the new testing requirements for sealing aggregates production in Victoria, a number of technical issues were raised.
These included the latest changes to specifications; the Flakiness index with Size 7 mm aggregate and the Plasticity Index (PI). VicRoads mentioned that the sealing application rates across Victoria will be lower over the next few years due to budget restraints. In 2013 to 2014 a 2.5 % of network is proposed. This is down from 3.0% for 2012 to 2013.
The next issue raised by CMPA concerned stack sites and their conditions/locations which can be a major problem. VicRoads needs to ensure that adequate notice of likely aggregate supply tonnage is given to suppliers to allow stack site preparation etc. to proceed in a timelier manner.
CMPA requested that VicRoads meet with supplier representatives to discuss improvements to stack site location and preparation. This meeting was held on the 28th May 2013 and further details will be provided in the next issue of Sand & Stone.
CMPA stated that a number of suppliers are having problems with the current approach to permeability requirements for some projects. There is considerable inconsistency with different VicRoads projects teams on the way they deal with permeability requirements and it is considered essential that appropriate VicRoads staff receive training on how to ensure that the specification requirements reflect the intent of the pavement design. Another problem is that Contract Specific clauses have not been reflecting the actual project.
The CMPA requested that the VicRoads Standard specification, to be released in the second half of 2013, included a clearly identifiable product specification for Class 3 for both permeable and impermeable modes that have their own titles and ranges. The road designer should be responsible for clearly nominating the correct product when seeking supply from the supplier. A meeting will be held with CCAA, VicRoads and CMPA sometime in July 2013 to further progress these issues.
