DRAFT REGIONAL GROWTH PLANS
Regional growth plans are being developed to provide broad direction for land use and development across regional Victoria. They will also provide more detailed planning frameworks for key regional centres. The regional growth plans are the next stage in planning for growth and change in regional Victoria.
They are being developed in a partnership between local government and state agencies and authorities. Brief submissions have been provided for Loddon Mallee South, Central Highlands, Great South Coast, Hume and Gippsland draft Regional Growth Plans.
There was some recognition of the significance of sand and stone resources that are critical to the construction industry (Loddon Mallee South, Hume, Central Highlands).
The CMPA response reiterated the importance of preventing encroachment on buffer zones around existing and future quarries. It was also suggested for all Regional Growth Plans that all quarries should be identified on a map of the region together with significant sand and stone resources.
THE CMPA RULES
The CMPA Rule has been amended (The CMPA Rules) by Andrew Lumb (Nevett Ford Lawyers) to bring into line with the Associations Incorporation Reform Act 2012 and its associated regulations, which commenced in November 2012. The new Act replaced the Associations Incorporation Act 1981.
An additional change is to reflect the current make-up of the Management Committee (Chairperson, 7 Voting Members, Associate Chairperson, Associate Member ( John Pititto)). It is proposed to amend the CMPA Rules to replace a Non-Voting Member with an Associate Member.
The full amendments will be sent to CMPA Members for review prior to voting for them at the AGM (Saturday 24 August 2013).
CMPA MANAGEMENT COMMITTEE MEETING
A Management Committee meeting was held at the Library in Kilmore on 27 May In attendance were Tim Bird, David Eldridge, John Mawson (Chairperson), Basil Natoli, Garry Cranny, John Pititto (Treasurer), David Carrucan of the Management Committee and Ron Kerr, Sarah Andrew, Elizabeth Gibson, Adrian Town, Gavin Moreira from the Secretariat. Peter Baenziger, Steven Richardson, Tej Panesar were apologies.
The financial report was accepted and s on track to show a modest profit for 2012/13. The draft 2013/14 budget was discussed and an update was given on the Annual Dinner.
In General Business the first item to be discussed was the selection of issues, facilitated by John Mawson, to take before the Deputy Premier Peter Ryan.
Other items covered included the proposed CMPA Business Plan 2013/14 which was accepted subject to amendments to the budget 2013/14.
It was proposed that the next General Meeting be held in the 3rd week of October 2013 with 3 or 4 ten minute presentations together with a quarry visit.
With respect to Workshops it was proposed to hold a second business seminar on Transport and Employment in the second half of the year, due to the success of the first event. It was also proposed to hold a business seminar involving the Credit Application document and a Finance component from Mead Partners.
The changes to the CMPA Rules were approved to go to the AGM for acceptance by Voting Members. A proposal to employ a part time administration support officer was approved which will free up staff allowing for more interaction with members.
Garry Cranny was voted in by the Management Committee as Deputy Chairperson as per the CMPA Rule.
The next Management Committee meeting is due to be held on the 12th September 2013.
2013/14 ASSOCIATES REFERENCE MANUAL
The CMPA 2013/14 Associates Reference Manual is currently being pieced together, with the intention of delivering the manual to members in early October 2013.
A reminder to all Associates that, a signed membership renewal form will act as confirmation that all content on the form is correct for publishing in the manual. Renewal of advertising in the reference manual must be paid for in full before advertisements will be included.
There will also be the option of having colour logos or photos placed on your page to brighten up your page and to make your business stand out from the crowd.

MEMBERSHIP RENEWAL
All Members are reminded that membership renewal paperwork has been sent and their prompt renewal would be greatly appreciated. In all cases, no payment is required when renewing membership and tax invoices will be posted once the Secretariat receives this information.
Associates are particularly reminded that their membership paperwork includes Sand & Stone advertising. Accordingly we need to know your intentions before the August/September issue.
Thank you to those CMPA members who have already renewed for the 2013/14 financial year.
VLPA UPDATE
The VLPA’s Annual General Meeting and Conference is likely to be held in the second week of October probably in the Geelong region.
There are a number of soil health programs happening in various parts of the State and some niche markets for lime emerging which we will have updates on.
Some valuable sponsorship is forthcoming from Komatsu again and Precision Screen.
Members will be notified directly of the location, date and agenda after current consultations on which date would suit the majority of members.
As usual the VLPA will meet costs of the event.
CMPA ASSOCIATE COMMITTEE MEETING
On the 27th June the CMPA Associate Committee held its second meeting for the year at the offices of Oli Vibrators in Bayswater.
Discussions were had around the upcoming AGM and Annual Dinner to be held in Torquay. Items brought to the table included, sponsorship, entertainment and activities to make the event an enjoyable weekend. The Secretariat asked for help from the Associates who are looking to participate in one of the weekend activities to help coordinate it on the day.
The growth and re-design of Sand & Stone was discussed any new ideas for design or layout please email the Secretariat. The importance of associate member contributions in the form of editorial, advertorials and staff profiles to not only help keep the content interesting for all readers but to publically advertise your business was also mentioned.
An integral part of being a member of an association is to be able to communicate to other members what you are all about and what you can off er to help grow each other’s businesses. Successful businesses can only benefit the industry in the long run.
The CMPA Website needs to keep being developed and utilised by members not only as a resource but as a key marketing tool for the association and the industry. It’s important that key links are created between the CMPA and all Preferred Suppliers. The latest update now gives the Associates the opportunities to include images, videos and maps on their individual pages.
The Secretariat is also looking at including the Preferred Suppliers Sticker design to the home page and the preferred supplier’s page as well as looking at a search function to find Associate Members quicker and easier.
Other networking opportunities for 2013 are currently being investigated including onsite Associate Training days where members are visited by associates to not only show their products but provide hands on training for operators to help improve usage and efficiency of their machines.
In 2013/14 the associates would like to provide more training for members on how to better utilise the products they purchase. A greater presence as a Preferred Supplier with members is vital and more face to face time with members on the quarry site.
