Site Visits – Northern Victoria

ELIZABETH Gibson and Adrian Town (Development Manager) undertook site visits in a very hot Northern Victoria over 3 days in early February 2014. The site visits included voting members as well as potential voting and Associate members.

Voting members visited included Goulburn Valley Resources, Seymour; Adornato Sands & Gravel Supplies, Shepparton; Redstone Crushing and Plant Hire, Dookie; Judd & Sons, Yarrawonga; Bill Greed, Nurmurkah; EMM, Echuca; E.B. Mawson & Sons, Pyramid Hill; and Allstone Quarries, Newbridge.

Thank you to all voting members for making us very welcome, giving us the opportunity to view your operations and for feedback to us on CMPA.

AGM & Annual Dinner 2014

ACCOMMODATION

THE CMPA AGM & Annual Dinner 2014 in Melbourne is fast approaching, only six months to go. It’s very important if you are planning to attend, to book your weekend away early to avoid missing out on a room of your choice.

Members need to call the Pullman Hotel on 03 9529 4300 to make a booking, quoting the date and that they are attending the CMPA dinner.

Sponsorship packages for the CMPA AGM & Annual Dinner 2014 has opened with information going out via email to all Associates in the middle of February. As per previous years there are four levels for Members to choose from Platinum, Gold, Silver and Bronze which all comprise different levels of exposure.

There are also other opportunities to sponsor prizes on the night, such as the early bird and door prizes or certain holes at the golf afternoon.

National Heavy Vehicle Regulator

THE new arrangements under the National Heavy vehicle regulator came into operation on 10 February 2014, with councils needing to give consent to the regulator for access to local roads.

Unfortunately since this date, the new system has had a number of problems and is not working well under pressure.

To provide a ‘quick fix’ to the situation, the MAV and VicRoads proposed that for three months all permit applications from over-dimensional, over-mass vehicles (cranes, concrete pumpers etc.) requiring a rapid turnaround, go to VicRoads, who will assess the proposed route and contact relevant councils if they feel there a need to do so.

This approach was announced by Minister Mulder 20 February 2014.

CMPA Management Committee Meeting

THE Management Committee meeting was held on 24 February 2014 at the Royal Oak in Kilmore.

In attendance were:

John Mawson (Chairperson), Garry Cranny (Deputy Chairperson), John Pititto (Treasurer), Basil Natoli, Ant Bateup, Eric Birzulis (Deputy Associates Chairperson), David Eldridge, tim Bird and Andrew Burdett of the Management Committee; Ron Kerr, Elizabeth Gibson, Adrian Town, Gavin Moreira and Melanie Sumpter from the Secretariat. Apologies were from Tej Panesar (Associate Chairperson)

John Pititto summarised the financial report. The net profit is ahead of expectations. The total income is in direct correlation of profit. The advertising for Sand & Stone needs to be looked as it is down from budget.

The total expenses are also less than budget. The Management Committee reviewed the draft budget for 2014/15 and all agreed that it was necessary to raise fees for voting members by 2.5% for 2014/15.

The next Management Committee meeting will be held on 21 May, 2014.

ERTS Forum

GAVIN Moreira, CMPA Members Services Manager attended the Earth resources tripartite Safety Forum met at WorkSafe in Melbourne on 20 February 2014. The following issues were raised:

Visits to Quarries 1 July to 31 January 2014

There were 190 visits conducted (including dangerous goods) of these visits 55 notices were issued. Traffic Management and Plant Guarding still require the most improvement notices. WorkSafe is currently looking to develop traffic Management Guidelines.

The Queensland Government has a good set of Guidelines which WorkSafe may adopt. CMPA has already conducted a Guarding Workshop and set up a subcommittee to put a guideline together. CMPA will also hold a workshop on Traffic Management in May, 2014.

Incidents that members should be aware of, where notices were issued include walkways (no hand rails), correct storage of dangerous goods in magazines, first aid requirements onsite and fire extinguishers are checked annually.

Incidents at Quarries October 2013 to January 2014

There are 700 active quarries but only 2 notifiable incidents for the period. WorkSafe are concerned that incidents are not being reported by quarries. WorkSafe to provide CMPA with information on what needs to be reported – minor and the legal obligations of owners when incidents occur (list of incidents). CMPA to publish in the next issue Sand & Stone to further remind members of their obligations.

Body Stress and Manual Handling will be looked at closely in 2014/15.

Earth Resources Unit Business Plan

This is progressing with a draft copy to come out in early March 2014. Program Logic to be introduced to help stakeholders develop a program strategy to support the business plan.
