Management Committee Meeting
The CMPA 2025-4 meeting was held on 19 November 2025 in Clayton. Many thanks to William Adams who hosted the meeting also provided an informative site visit.
Attendees included Jason Comben (Chair), Drew Phillips (Deputy Chairperson), Tim Bird, John Pititto, Matt Skidmore, Garry Cranny, Tej Panesar (Interim Associate Chair), Cameron Black and Andrew Burdett (MS Teams). Apologies from Craig Banthorpe, Ashley Day and David McKelvie.
The Government Panel – Rehabilitations Bonds completed its brief. The Report is currently with Resources Victoria and the Minister for Energy and Resources.

Whilst the report has not yet been released, the following recommendations are being considered:
- Existing system be replaced with a pooled rehabilitation bond scheme (Legislative change)
- Rehabilitation bond calculator to be simplified and for discounts
Three meetings have been held with Resources Victoria regarding Mineral Resources (Sustainable Development) Act reform. There is still no clear information on how the MRSDA Reform will take effect; other Government bodies appear to be unclear regarding the reform.
CMPA’s Marketing and Communication plan will be circulated out-of-session for comment by the Management Committee. Sand & Stone website was approved for a redesign and upgrade reflecting the new CMPA website.

Associate Committee Meeting
The Associates Committee meeting was held on 17 November via Microsoft Teams. This was the first meeting with Tej Panesar of TSP Group, who is serving as Interim Chair. Discussions centred on two key priorities: sustaining engagement with CMPA’s Voting Members during the ongoing economic downturn in the extractive industry and expanding the number of members represented on the Associates Committee.
A significant focus was placed on encouraging greater participation from Associate Members, particularly through attendance at and sponsorship of CMPA events such as workshops, webinars, and the Annual General Meeting. The committee also explored the possibility of introducing more informal, social-style events.
These efforts aim to strengthen collaboration between Associate Members and the committee, while fostering a deeper understanding of the challenges currently facing both the industry and CMPA’s Voting Members.
