There is much happening at the CMPA and for the extractive industries.
By now the majority of the Annual Returns have been submitted to Resources Victoria Regulatory Operations (RVRO – formerly Earth Resources Regulation) by 31 July 2025. Hopefully those that have not submitted by the due date requested an extension before the end of July. The RVRO Annual Statistical Report is expected to be published in December 2025. It will be interesting to see the impact of the funding by the Victorian Government for road resheeting and maintenance on the production tonnages.
As reported in the Sand & Stone April/May Issue 140 Resources Victoria is currently proposing to increase Annual Fees by 234%. Due to the number of submissions received, Resources Victoria have postponed the introduction of the new fees that were due to come into effect on 1 October 2025. However, how long this deferment remains, and the magnitude of the
eventual increase are unknown.
The renewed Joint Ministerial Statement between The Hon. Lily D’Ambrosio MP Minister for Energy and Resources and The Hon. Sonya Kilkenny MP Minister for Planning was released in July 2025 (https://resources.vic.gov.au/projects/jointministerial-statement-on-extractive-resources).
The Joint Ministerial Statement on Extractive Resources renews the Victorian government’s commitment to drive ongoing investment in the extractive resources sector. The Ministers are targeting improvements to policy, streamlining approval processes and removing barriers between portfolios that limit efficient decision making.
New investments in the state’s resources and expansion of current assets are crucial to ensure delivery of major infrastructure projects (https://bigbuild.vic.gov.au/) and Victoria’s Housing Statement (https://www.vic.gov.au/ announcing-victorias-housing-statement). More importantly the following Measures of Success will be reported on:
New investment
Uplift of private new capital expenditure in Victoria’s resources sector.
Timely decisions Reduction of end-to-end approval times for new and
expanding resources development projects by at least 15% – with respect to long-term averages.
Improved user experience
The experience of resources sector proponents regarding regulatory processes and administrators is improved through the alignment of priorities, purpose and requirements.
Increased community support
The community acceptance of quarrying activities is uplifted. From the Secretariat -the recruitment for a Member Services Officer is completed with Emma Morrison to commence in September 2025 which will enable timely production of Sand & Stone among other activities.
