GENERAL MEETING 11 REPORT

CMPA held the last meeting for 2002 on November 29 at the at the Tullamarine Airport Motor Inn. More than 50 members and guests attended to hear a variety of guest speakers and updates from the CMPA executive.

At the beginning of the evening it was resolved that the CMPA donate $500 of the income from the evening to the Farm Hand appeal to assist in battling the current drought affecting much of the country. The CMPA feels it is appropriate to support farmers in appreciation of their business to the extractive industries over time.

Once again, the CMPA was pleased to have John Mitas (Chief Inspector of Mines and Quarries, Department of Primary Industries) as a guest speaker. Topics covered by Mr Mitas included the newly released ‘Licence to Use, Store and Manufacture Explosives in a Mine or Quarry’.

Mr Mitas’ presentation also addressed how holders of the now expired ‘Red Ticket’ should address the new legislation.

Due to an unfortunate accident at an extractive industry site the day before the meeting, Mr Mitas also had the melancholy duty of detailing events surrounding the accident. Mr Mitas said that the accident indicated the need for safety and accident prevention systems to be in place. “We need these systems in place; but that’s not enough on their own, we’ve got to ensure they deliver outcomes and that requires constant effort to make it happen.” You have to review and test procedures all the time – it is unfortunate for us that an accident serves as a wake up call,” Mr Mitas said. The evening’s second guest was Greg Dodd of the South Australian Mining and Quarrying Occupational Health and Safety Committee discussing the impact of silica exposure in the industry. The extractive industry in particular presents serious concerns regarding silicosis due to the nature of many of the materials quarried and processed.

One of the most important comments Mr Dodd made, however, was that there is no need to panic. Establish the risk at your site and then address this risk within your normal risk assessment program. For further information on this matter see Fact Sheet 1 – Silicosis.

Finally, Chairperson Ron Kerr presented the submission made by the CMPA to the Taxation Office on the proposed depreciation schedule changes and secondly, the current position on rehabilitation bonds. The recommendation made by those present was that a levy system be further researched to establish the viability of a levy driven rehabilitation bond system.

Mike McCann of the associate member’s committee reported on aims to build the membership base of the CMPA and how associate members can contribute to the CMPA and also their own businesses.

In providing an update on the CSACRM manual being drafted, Mr McCann implored CMPA members to provide CMPA supplier members with the opportunity to provide quotations on services and equipment being considered. Sometimes this doesn’t happen Mr McCann said.

Associate members from Metso Minerals and Polo Citrus Australia provided short presentations during the evening outlining their services and equipment.

NEXT GENERAL MEETING

Members are invited to attend the CMPA General Meeting #12 to be held on March 14 at the EMECO Sales centre in Dandenong South.

Key presentations will be made by consultant Peter Bentley on Native Title Legislation in Victoria and the CMPA’s Banker will discuss moving your business forward through the next 12-24 months.
