Mansfield Construction & Steve Bell
ANTHONY BATEUP, General Manager of Mansfield Constructions, looks at the development and achievements of the organisation.
STEVE Bell grew up in a fourth generation family operated logging business before branching out to complete a mechanical apprenticeship. Steve’s grounding in the bush gave him a good understanding of machines, safety and work ethic.
Steve started in the earthmoving and civil industry in 1989 with the purchase of his first dozer and started Bells Earthmoving. Bells Earthmoving grew to employ over thirty local staff and operating over twenty five pieces of plant throughout Mansfield and the High Country.
The earthmoving and civil business covered a wide range of contracts including bush roads, fire line support, sub divisions, land improvements, house sites etc. Within a period of two years, Bells Earthmoving completed over 800 sub division blocks in the Mansfield Shire.
Steve’s passion for high quality workmanship, customer support and care for the plant saw the business grow a reputation within the industry that was second to none.
In 2000, Bells Earthmoving diversified with the purchase of Mansfield Pre-Mix Concrete and several local quarries. Mansfield Pre-Mix operated a fleet of five trucks delivering concrete and raw materials throughout the Mansfield region and into some of the most adverse conditions in the High Country, including the operation of a batch plant on Mt Buller.
With the addition of the Concrete and Quarrying Divisions, Bells Earthmoving changed its trading name to Mansfield Constructions Pty Ltd.
The need for extracting and processing raw materials including sands, road base and aggregates at a number of smaller quarry sites dictated the introduction of mobile crushing and screening plants. The mobile plant was additionally utilised to provide contract crushing and screening for other regional and later interstate quarry and construction organisations.
In 2007 the decision was made to sell the civil and concrete divisions to focus on the rapidly developing quarrying, contract crushing and screening divisions.
Mansfield Constructions has been exposed to a wide range of crushing locations and situations within a short period of time. At its busiest, Mansfield Constructions grew to employ over sixty staff operating up to nine crushing crews covering sites across Australia.
Major projects include, crushing over a million tonnes for the rectification of Lake Eildon Wall, crushing for the East Link Tunnel bypass, 1.3 million tonnes for the Hume Hwy Woomargama bypass, producing sealing aggregates for the Alice Springs Airport upgrade and most recently the Mt Mercer Wind Farm quarry project.
Mansfield Constructions has assisted some of the major quarrying companies such as Mawsons, Boral and Mountain View Quarries during development works, special projects and during busy periods. The Hume Hwy Woomargama bypass saw Mansfield Constructions showcase its capabilities in processing up to 15,000 tonnes per day to meet the head contractors production demands.
Mansfield Constructions has played an important role in managing the opening and ongoing production of a quarry site for the Mt Mercer Wind Farm project near Ballarat. The Mt Mercer quarry site is now providing up to 4,000 tonne per day of locally sourced quality road bases which in addition has substantially assisted in and reducing the number of truck movements on the local roads.
In 2013, Mansfield Constructions sold their Mansfield Quarries to E B Mawson & Sons Pty Ltd to continue their primary focus on the expanding mobile contract crushing and screening division. Mansfield Constructions have been engaged by Mawsons to continue processing at the Mansfield quarry sites and looks forward to assisting them in every way to make the take over a success.

We have a reputation for producing high quality products and meeting specification in some of the most demanding conditions and locations throughout Australia.
Our fleet of over thirty plants consists predominately of Powerscreen units and is maintained by a team of highly skilled mobile service technicians.
The CMPA has assisted the business in many ways to achieve their goals, through the members sharing many years of valuable knowledge, the networking with other industry supporters and keeping up with latest industry developments.
