National Urban Policy Consultation Draft May 2024

DR ELIZABETH GIBSON, General Manager CMPA provides a brief submission to the Federal Government’s National Urban Policy Consultation draft May 2024.

The National Urban Policy: Consultation Draft May 2024 (the Policy) (https://www.infrastructure.gov.au/have-your-say/national-urban-policy-australia) outlines the Australian Government’s goals and objectives to enable our urban areas to be liveable, equitable, productive, sustainable and resilient. The Policy includes a shared vision for sustainable growth in our cities and suburbs, that has been committed to by all Australian Governments. Principles have been developed to support all governments to achieve this vision.

The Policy seeks to better integrate an urban lens across policymaking to ensure future Australian Government policies, programs and investment are supporting sustainable growth in urban places. This will be facilitated by cross-portfolio engagement on urban policy matters.

Following the development of the Policy, the Australian Government will also work with states and territories to develop initiatives that deliver on the shared vision, consistent with our Policy objectives. Implementation of the Policy is intended to address urgent challenges facing our cities, such as housing, productivity, social cohesion, disaster resilience and climate action.

CMPA comments

The Consultation draft is very comprehensive. However, it neglects to include future planning of quarries without which, urban development would not occur. The general rule is that quarries are located close to where the construction material is being used to enable lower carbon footprints; lower freight costs and reduce wear and tear on the roads. This has occurred throughout urban development in Australia with many quarries having a new land use once the construction material has been extracted, e.g. Highpoint Shopping Centre Maribyrnong VIC and Fitzroy Gardens Melbourne VIC. Quarries and residential or industrial development have historically coexisted.

Submission
Strategic land use planning requires consideration of quarry approvals and rock source/quality location (to prevent the inadvertent sterilisation of the construction material asset) to enable the National Urban Policy.
