WorkSafe – New Psychological Health Regulations
WorkSafe Victoria has new Occupational Health and Safety (Psychological Health) Regulations which will come into effect on 1 December 2025.

Under the Occupational Health and Safety Act 2004 (OHS Act), employers must provide and maintain a working environment for their employees, including contractors, that is safe and without risks to health, so far as reasonably practicable.
The guidelines will provide clearer guidance to quarry owners and operators on their obligations to protect employees from psychological injury including hazard and risk management.
What are psychosocial hazards?
Psychosocial hazards can be a factor in:
- Work design
- Systems of work
- Management of work
Psychosocial hazards
Examples of psychosocial hazards include (but not limited to):
- Aggression or violence
- Bullying
- Exposure to traumatic events or content
- Gendered violence
- High job demands
- Low job control
- Low job demands
- Low recognition and reward
- Low role clarity
- Poor environmental conditions
- Poor organisational change management
- Poor organisational justice
- Poor support
- Poor workplace relationships
- Remote or isolated work
- Sexual harassment
Employer Obligations
Regulations outline specific duties for employers to identify, control and review risk measures. Employers must:
- Identify psychosocial hazards in the working environment
- Assess risks
- Control risks
- Review and improve controls
