Other costs include:
• the engagement fees for Heritage Advisors; and
• fees that the RAPs charge for consultation meetings, cultural inductions and for assisting with assessment processes.

Other factors to consider include:

  1. Due diligence approximately $5K but may be slightly more with the site inspection and depending on size of area being assessed.
  2. PAHT approx. $12K to $20K again depends on size and complexity, but generally in this range.
  3. CHMPs – almost impossible to cost without a location and size of development. Once this is known a desktop and standard assessment may be accurately costed, but complex assessment will almost certainly not be costed until the CHMP process has commenced and the requirements of the relevant Registered Aboriginal Party are known. The costs may range from $5K – $500K, for example:
    • 2.3 Hectare site (gravel extraction) estimated $70K (2022)
    • 4.0 Hectare site (hard rock) estimated $20K
    • 100 Hectare site (sand extraction), CHMP (preliminary and complex assessment) $500K (2020-23), (salvage estimate $5 million+)
  4. Where a CHMP is triggered seek advice as early as possible in the project planning phase from a Heritage Advisor as to what requirements might apply, at this point they will be able to give approximate figures.
  5. When commissioning a CHMP seek multiple quotes (cheapest is not always best so proponents should do due diligence before selecting a Heritage Adviser). There are large consulting companies through to sole traders, so the capacity of the consultant to do the work should be a key consideration as well as experience.
  6. CHMPs may take a long time, so it is really best to start considering cultural heritage at the feasibility stage of projects, rather than when time critical approvals are required.
  7. Timeframes for preparation of a CHMP will also depend on the level of assessment appropriate to a particular area, the nature of any cultural heritage identified and the timetabling of meetings with RAPs or other Traditional Owners.
