Resources Victoria – Government approves three new areas

Victoria’s population is projected to reach 10 million by 2051, driving increased demand for new homes, schools, hospitals, roads and renewable energy infrastructure. Meeting this growth will depend on a secure, long-term supply of hard rock and sand.​

To protect that supply, the Victorian Government has approved planning scheme amendment GC263, securing three more Strategic Extractive Resource Areas (SERAs) in Lang Lang (Cardinia Shire), Oaklands Junction (Hume City) and Trafalgar (Baw Baw Shire). These areas are now safeguarded for current or potential future quarries.

CMPA’s involvement and representation

The locations were endorsed by the former joint government-industry Extractives Strategy Taskforce, which included representation from the Construction Material Processors Association (CMPA). 

Their final designation followed extensive engagement with communities, Traditional Owners, local government and industry, including a formal submission from the CMPA. 

SERAs identified in landmark plan for Victoria

New planning controls within SERAs provide greater certainty about future land use. They protect access to key resources while giving operators and nearby communities clearer, more reliable expectations. Sensitive land uses – such as homes, schools, sports grounds, shops and wineries – will require careful consideration under relevant planning schemes in areas within SERAs. 

SERAs are a key mechanism identified in the landmark Plan for Victoria. They are also a core action of the Joint Ministerial Statement on Extractive Resources (2025).

This latest suite of SERAs builds on the 2021 SERA pilot, which established two SERAs in the South Gippsland and Wyndham local council areas.
