Management Committee Meeting 

The CMPA 2026-1 meeting was held on18 February 2026 at Conundrum Holdings in Kilmore.   

Attendees included Jason Comben (Chair), Tim Bird, Craig Banthorpe, Ashley Day, David McKelvie, David Skidomore, Garry Cranny, Cameron Black, Tej Panesar (Interim Associate Chair), John Pititto (Treasurer) via MS Teams, Andrew Burdett via MS Teams. Apologies included Drew Phillips (Deputy Chairperson).  

Prior to the commencement of the meeting, Matt Vincent, CEO, Resources Victoria and Erin Letofsky, Regional Director, Loddon Mallee, Department of Energy, Environment and Climate Action, discussed the current challenges quarry owners faced around native vegetation regulations.  There was robust conversation around offsets, rehabilitation plans, biodiversity, and much more between Matt Vincent and Committee Members.  

The Management Committee would work with Resources Victoria and provide alternative workable solutions for native vegetation.  

Proposed recommendations for the Rehabilitation Bonds Calculator included simplification of the calculator and functionality that would enable discounts.  Legislation needs to be passed before these changes can be implemented; there is no time frame around when this will take place.  

In terms of the Mineral Resources (Sustainable Development) Act 1990 (MRSDA) Reform, there was a lack of progress on what is required of industry. Committee Members identified disparities between information on the Resources Victoria website and guidelines for minor variations.  

A draft of the CMPA Strategic Plan 2026-29 was provided to the Committee for feedback and comment. New design concepts were approved for Sand & Stone magazine.  

Upcoming events included VicRoads Quarry Audit Program webinar on 26 February and Traffic Interaction Workshop on 19 March 2026.

Associate Committee Meeting

The CMPA 2026-1 meeting was held on18 February 2026 at Conundrum Holdings in Kilmore.  

Attendees included Tej Panesar (Chair), Stephen McKee, Kath MacInnes, Ryan Marshall, Bradley Adams and David Glover via MS Teams. Darin Compt from Delta Group was an observer and Mark Thompson was an apology. 

Surveys sent to Members included a survey regarding CMPA publications (checklists, guidelines) and topics for training – results provided a clear indication that Members value ‘printed’ resources. 

Another survey asked members to provide feedback on Sand & Stone Magazine, both printed and online – results showed that generally, Members were satisfied with the content, format and frequency of the magazine. 

There was also discussion around the ‘CMPA Preferred Suppliers Manual’ including revamping/refreshing the layout and design of the manual for next year. 

As well as a refresh/redesign of the printed Sand & Stone magazine, development will soon begin on the Sand & Stone website to improve design, navigation and overall user-experience.

Sand & Stone Refresh – New advertising classifieds directory

The CMPA has been busy planning a refresh of Sand & Stone, both printed and online versions of the magazine. With a more modern and dynamic look, improvements will also be made to the magazine’s content, design, layout, and navigation.

A brand refresh for Sand & Stone

To coincide with this new look, an ‘Advertising Classifieds Directory’ will be created, where people will be able to find most ads in one dedicated section. This will also help improve the overall flow of content and articles throughout the magazine.

The new classifieds directory will begin in the new financial year in the June/July issue of Sand & Stone.
