Associate Committee Meeting

On 26th February, 2018 the CMPA Associate Committee held its first meeting for the year at the office of Oli Vibrators in Bayswater. Thank you to Mark Thompson for his hospitality and hosting of the meeting.

Discussions were held about this year’s Annual Dinner. Items brought to the table included: the possibility of a mini trade show, afternoon social activities and entertainment. Location and venues for the 2019 event were also talked about.

The growth and development of Sand & Stone was discussed and so too was the importance of Associate member contributions. An integral part of being a member of an association is to be able to communicate to other members what you are all about and what you can offer to help grow each other’s businesses.

Further details were reported on about the makeup of the 100th issue of Sand & Stone and the costs involved for members who expressed an interest in being a part of it.

Associates see the CMPA website and social media site LinkedIn as being pivotal tools in the coming year to increase brand awareness for their businesses. Both of these mediums are being updated with content weekly.

Keyword searches for Preferred Suppliers has been updated so too has the ability to pay for and book events on the website through the CMPA store. The Secretariat to provide processes to do this via email.

Finally the Preferred Suppliers Groups are to be reviewed over the coming months with Associate Members potentially being changed to better reflect their current business expertise or main source of income.


Quarry Site Visit with Minister for Resources

The Minister for Resources The Hon Tim Pallas MP has launched a pilot project in South Gippsland that will hopefully ensure ongoing access to the rock, gravel, sand and other resources needed to build infrastructure whilst giving confidence to the community. The launch was attended by Garry Cranny (Dandy Premix and Chairperson CMPA) and Dr Elizabeth Gibson (General Manager CMPA) together with representatives across the extractive industry and including dignitaries from Local Government.

Through the initial project, the Government will partner with South Gippsland Shire and Wyndham City councils to undertake geoscientific investigations, to identify high quality extractive resources.

The information gathered over the next 12 to 18 months will be assessed to determine the best way to secure extractive resources and quarry operations, while maximising liveability with local neighbourhoods.

The pilot project is seen as a mechanism to help ensure quarries can supply these raw materials well into the future, unimpeded by conflicts with urban encroachment.

AGM & Dinner 2018

The CMPA AGM and Dinner is now less than five months away. It is one of the best industry events of the year – definitely not one to miss. Management Committee Meeting

The CMPA Management Committee meeting was held in Kilmore on 7th March 2018 and was preceded by a meeting with Kirsty Henry, Director of the Earth Resources Regulation – Continuous Improvement Project Implementation (ERR-CIP), Resources Division DEDJTR where there was an opportunity for CMPA Members (an invitation was sent out to all CMPA Voting Members) to raise issues of concern. Anna Cronin the Commissioner for Better Regulation conducted the review and reported on it in Sand & Stone issue 96. Kirsty is responsible for the implementation of the recommendations some of which need to be approved by Cabinet due to their cross portfolio implications such as between the Minister for Resources and Minister for Planning.

The issues raised included: indicators of a current shortage of construction material in and around Melbourne; the need for quality data on tonnages being produced and reserves remaining; rehabilitation plans should only be conceptual to obtain an endorsed work plan; lack of support for the consultant Jacob’s being appointed to develop standard risk management plans due to their involvement in supporting the closure of quarries on fold plains; lack of technical knowledge and consistent decision making in ERR; triggers for variations under the risk based system.

The Management Committee meeting covered the Annual General Meeting and the Annual Dinner 2018. Discussion was then had around the following submissions:

  • Reforming the Victorian Planning Provisions
  • ERR Compliance Strategy
  • ERR – CIP response
  • SEPP (Waters) review
  • draft Aboriginal Heritage Regulations 2018

Other issues discussed included: CMPA Strategic Plan 2018-2021 which is currently being developed and the Sand & Stone 100th Issue (Aug/Sep 2018) and the calendar of events for which Members are invited to submit possible topics.


RECENT EVENTS

  • Meeting with Kirsty Henry, Director of ERR – Continuous Improvement Project implementation, Kilmore, R. Kerr and E. Gibson.
  • Meeting with Peter Marshall (consultant economist), Melbourne, R. Kerr, E. Gibson to discuss requirements for conducting a review of current demand for construction materials for Melbourne that will provide guidance to Earth Resources Policy & Program.
  • A meeting was held with Peter Betson 25.01.18 to discuss access to information from Earth Resources Regulation prior to commencement of Part 3 of the VCAT project. A formal request has been made for the data to P. Betson via email. Peter Betson has given his verbal support for the project. E. Gibson requested a written response to the request for data together with a contact name to access the data from Peter Betson.
  • CMPA Technical Review Committee teleconference re: changes to VicRoads’ SS801 and SS831, C. James (E & B Mawson), M. Wagner (Conundrum Holdings), B. Payne (Quarry Crete), J. Comben (K & RJ Matthews Quarries) E. Gibson.
  • Matthew Butlin Red Tape Commissioner VCCIA meeting, Malvern, G. Cranny, E. Gibson.

Blasting Workshop

The CMPA is holding this workshop to inform members on their responsibilities when it comes to Blasting on site and to update the CMPA Blast Management Plan in line with changes to regulations and legislations.
