Source rock investigations – A critical part of VicRoads accreditation
The CMPA hosted a webinar, Quarry Audit Program, on Thursday 26 February 2026 with presenter, Dr Sven Scheppokat, Lead Engineer, Quarry Materials, Assets and Engineering at the Department of Transport and Planning (DTP).
The webinar outlined the process for:
- Source rock investigations
- Subsequent inspections
- Accreditation of materials supply for use in VicRoads works

Why does DTP run the program?
The department runs the accreditation program for the following reasons:
- Mitigate risk from inadequate source rock quality
- Pavement materials (but not fill) must come from an accredited source under DTP specifications
- To establish and maintain contact with quarry operators and provide guidance regarding specifications, processes, mix registration
How to get accredited
- Contact DTP Quarry Team (Rowena and Sven)
- Arrange a site visit, sample and testing
- Fees apply for initial accreditation of new sources/testing
- Typical cost $2,000-$6,000 but can be more for basalt
- After accreditation is obtained, further site visits are at no charge
- Subsequent site visits for ongoing accreditation

There are approximately 100 quarries and 50 recyclers in Victoria that have DTP accreditation.
