CMPA Submissions

The last two months has been busy with submissions on State Government policy which may impact on CMPA Members. The CMPA submission to the Department of Environment, Land, Water and Planning (DELWP)’s Review of the native  vegetation permitted clearing regulations  is outlined on p. 11. Three additional submissions have been made: The Earth Resources Regulation (ERR) Stakeholder Engagement Strategy 2016-2018 and is concerned with ERR’s interaction with its stakeholders: community as well as the industry. This is a worthwhile initiative and hopefully will lead to more timeliness and consistency in decision making from the Department.

DELWP also released a discussion paper Water for Victoria which considers balancing agricultural, industry, recreational and environmental water needs. The CMPA pointed out in its submission the paper appeared not to have considered that gravel and sand, by their very nature, are found and extracted on flood plains. Further, a floodplain management strategy which incorporates extraction of sand and gravel should be produced for Victoria.

The fourth CMPA submission was for the draft Protecting Victoria’s environment – biodiversity 2036 (DELWP). The twenty year plan is part of a broader plan
to restore and sustain Victoria’s natural environment. Protecting the biodiversity within Victoria is a necessary and worthwhile endeavour, however, it lacks economic and social balance. This will also be accompanied by a review of the Flora and Fauna Guarantee Act 1988 and the Climate Change Act 2010.

Member visits to South West Region

Adrian Town (Development Manager) and Gavin Moreira (Member Services Manager) visited members and prospective members in the South West Region of Victoria on the 20th – 22nd April 2016.

This was one of a number of field trips planned to cover as many districts as possible during the course of the financial year.

The field trips are designed to allow members to discuss first hand issues they may have with current operations, development or planning and what options or assistance the CMPA can provide. We were able to bring members up to date on what the Association is currently working on, such as issues affecting our industry, what we are doing about them, submissions to Government, and Industry meetings with Government and other bodies.

The latest range of CMPA publications were presented, including training manuals developed by the CMPA in conjunction with members. These included Work Safely Reference Manual, Conduct Crushing, Conduct creening and Conduct Screening and Crushing, (these manuals are also used by industry Training providers), Checklists for plant and machines and other publications such as Shot Firer’s book, Issue Resolution pads, Site Managers’ Report book etc.

This particular visit was used to provide members and potential members with information on two key safety areas affecting the industry at present, Geotechnical Risks in Quarries and Dust Management. The new CMPA guidelines were displayed and sold to most operations. Associate Member flyers and brochures that were supplied to the Secretariat office were also distributed.

If the opportunity arises we also call on potential members to discuss the advantages of becoming a member of the CMPA. The following operations and contacts were called on during our three day tour.
