Management Committee Meeting
The last CMPA Management Committee Meeting for 2023 was held in Kilmore (Conundrum Holdings Head Office) on Wednesday 22 November 2023. The Management Committee met in person with Chris Webb Acting CEO Earth Resources prior to the meeting’s commencement. In attendance were Jason Comben (Chair), Drew Phillips (Deputy Chairperson), Tim Bird, Garry Cranny, Jason Rudge (Substitute Associate Chairperson for Mark Thompson), Ashley Day, Craig Banthorpe, Cameron Black, David McKelvie.
Apologies were received from John Pititto (Treasurer), Andrew Burdett, Matt Skidmore and Mark Thompson (Associate Chairperson). The Minutes from the previous Meeting 3-2023 were accepted in addition to the Financial Report to 31 October 2023 showing a net profit against budget.
In General Business the following items were discussed:
• The 2023-24 Business Plan was accepted which included two additional
projects: Mobile Equipment Operators Verification of Competency and Native Vegetation Offsets.
• Safety update:
• Respirable Crystalline Silica Dust (RCSD): Unions are advocating for continuous monitoring for RCSD. WorkSafe Australia will decide early 2024 whether to halve the current workplace exposure standard for RCSD. Accurate monitoring tools are now available. WorkSafe-Victoria and EPA will be approached to establish and assist in the design of a study for monitoring site buffers for RCSD.
• Work Safely: General Work Safety training to be delivered in the 2nd half of 2024 in regional areas.
• Work Authority applications update:
• There is an apparent lack of response from Earth Resources Regulation. Assessors are constantly changing leading to differing additional information requirements.
Annual Dinner 2024
The CMPA AGM and Dinner is staying in Melbourne in 2024, heading back to the RACV Club for the first time since 2010. The Level 17 Ballroom with roof top balcony is not one to be missed.
The talented Brihony Dawson will be back as MC along with a line-up of musicians for the evening’s entertainment and for dinner. Saturday afternoon activities are being considered to take advantage of this spectacular location in the heart of the city.
Sponsorship opportunities have commenced with Associates and Voting Members moving quickly and are already committing to the event. Remember, this is an exceptional opportunity to promote your business, support your fellow CMPA members and network in a hassle-free atmosphere.
With only seven months to go it is very important to book your weekend away early and avoid missing out on the rooms of your choice. There are various budgets of accommodation places within walking distance to the venue as well.

Associates Committee Meeting
On 29th November 2023, the CMPA Associate Committee held its final meeting for the year a face to face in Scoresby hosted by Oli Vibrators.
An update was provided on the Annual Dinner which will be held again in Melbourne in 2024. A venture back to the RACV Club for the first time since 2010.
The growth of Sand & Stone was discussed with the growing interest by Members to advertise increasing the size of the magazine. There will be a focus on staff and employees of member businesses going forward with job opportunities a key topic.
A reminder that articles are free and are a benefit to being a Member of the CMPA. A good way to promote and grow your business and tell members about your business.
This will not only help keep the content interesting for all readers but publicly advertise your business. An integral part of being a member of an association is to be able to communicate to other members what you are all about and what you can offer to help grow each other’s businesses. Successful businesses can only benefit the industry in the long run.
The CMPA online presence continues to grow both on the website and our social media sites Facebook, Instagram and LinkedIn, all are pivotal tools to increase brand awareness. We are currently looking at all our communications with members, potential members and the local communities in particular digital marketing to see where we can improve. A review of the website is currently being undertaken too not only update it but to make it more user friendly.
DTP Code of Practice RC 500.00
A draft of the revised Department of Transport and Planning Code of Practice RC 500.00 Investigation of Material Sources for the Production of Crushed Rock and Aggregates (formerly titled Source Rock Investigations) was received.
The main change in this draft is the proposed introduction of a 2-year expiry period for quarry and recycler accreditation where the source has not been inspected in that time. This is of course a substantial change, but DTP believe that it is necessary in order to remove ambiguity regarding how long a source remains accredited where it has not been inspected in a long time.
Other changes include:
Re-writing to better account for inclusion of recyclers and non-quarry rock;
Frequencies for inspections and testing for Los Angeles Value changed to indicative rather than prescriptive, and dependency of testing frequency on assigned LAV and PSV values removed to reflect current practice;
Re-formatting to include tables in text body rather than appendices where possible.
CMPA passed comment on the Reporting, Accreditation (it is the responsibility of the quarry/recycler to maintain currency of their accreditation – reminder notices will not be issued) and Definitions (recycled materials).
