Importance of the industry to Victoria’s economy!

There has been much happening in the Extractive Resources space that is due to the increasing recognition by the Victorian Government of the importance of the industry to Victoria’s economic growth and liveability:

1. “Helping Victoria Grow: Extractive Resources Strategy”

The launch of “Helping Victoria Grow: Extractive Resources Strategy” by the Treasurer/Minister for Resources The Hon Tim Pallas MP was on the 15 June 2018. This was attended by Management Committee Members Garry Cranny (Chairperson), Tim Bird, Ant Bateup, Andrew Burdett, Basil Natoli (Deputy Chairperson); Ron Kerr (Honorary CEO) and Elizabeth Gibson (General Manager). The Strategy covers:

  • Resource and land use planning – Strengthening the security of future extractive resources through improved forward planning for resources and land use
  • Transport and local infrastructure planning – Informing freight transport and infrastructure planning for the delivery of
    quarry resources to market
  • Efficient regulation – Helping to build greater industry certainty, confidence and investment in the sector which includes recommendations from the “Getting the Groundwork Right” implementation plan for the Earth Resources Regulation (ERR) Continuous Improvement Project
  • Confident communities – Building community awareness and acceptance in the extractives sector
  • Environmental sustainability – Promoting sustainability and environmental stewardship in the sector, including recycling of
    construction materials
  • Innovative sector – Promoting innovation in the sector, including facilitating innovative end land use for quarries post-closure.

2. “Statement of Operating Change”

The first “Statement of Operating Change” May 2018 from ERR provides clarity on work plans lodged or approved prior to 8th December 2015 in that they are not required to ‘transition’ to a ’modern’ (risk based) work plan.

The 2nd “Statement of Operating Change” is currently being developed in consultation with CMPA and will include clarification on:

  • The requirements for submission of variations to work plans lodged or approved before 8 December 2015;
  • When a work plan variation is triggered.

3. Joint Ministerial Statement

The Joint Ministerial Statement (Minister for Resources and Minister for Planning) is currently being developed and is expected to be released soon.
